Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision. Other complaints must be filed with The Complaints Board for Public Procurement within: 1. 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date); 2. 30 calendar days starting the day after the contracting authority has informed the tenderers in question, that the contracting authority has entered into a contract based on a framework agreement through reopening of competition or a dynamic purchasing system, provided that the notification includes a short account of the relevant reasons for the decision; 3. 6 months starting the day after the contracting authority has sent notification to the candidates/tenderers involved that the contracting authority has entered into the framework agreement, provided that the notification included a short account of the relevant reasons for the decision. 4. 30 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union which clarifies the reasons for the contract being awarded without prior publication of a contract notice (when the procedure described in section 4 of the Act on the Danish Complaints Board for Public Procurement (klagenævns-loven) has been followed). The Everdrup Compressor Station, which is now operational as part of the Baltic Pipe project, requires the establishment of a spare parts inventory to ensure the security of gas supply to Poland. As part of this work, a number of strategic spare parts have been identified, characterized by long delivery times, special design, and other unique characteristics that mean the components can only be purchased from the original supplier. The spare transformer, which is electrical, must be physically identical to the originally purchased transformers. The transformers for the Everdrup station are specially designed for the project, and the manufacturer holds the design rights. The following conditions apply: Identical physical dimensions: It must fit the original foundation - size, mounting points/supports Weight, considering the load-bearing capacity of the original foundation Oil content, considering the oil collection volume of the original foundation Identical placement of electrical connection points for: 50 kV high-voltage connection, including cable routing and connection clamps 20 kV high-voltage connection, including cable routing and connection clamps Control and monitoring cable connections Identical electrical parameters: Short-circuit impedance ratio, which is important for load distribution between transformers in parallel operation Regulation steps for the voltage regulator must be identical Other: In relation to the control system for managing and monitoring the transformer, a replacement can be made without reprogramming, which is essential for supply security. A change in the transformer will require changes to the plant documentation. Continuous supply in case of failure, due to the possibility of quick replacement with one of the original transformers.
