The Danish Defence Acquisition and Logistics Organization (hereinafter referred to as DALO) plans to invite tenders for a Framework Agreement regarding acquisition of Weapon Bracket/Bags (WB), and is therefore looking for information on how to structure a possible future tender. The purpose of this request for information (RFI) is to understand how the best possible tender can be arranged both for DALO and the suppliers according to the EC regulation. It should be stressed that this notice is not a call for tenders and participation in the discussions will not be required for later prequalification.
By a WB, DALO understands a complete technical system or a bag that allows the crew to secure a personal weapon, inside an armoured vehicle as well as outside. The WB should be able to hold as many different weapons as possible with or without adjustments.
The WB should be easy to operate e.g. with 1 hand.
The WB should maintain the weapon in its position during combat mission load profiles, taking into consideration soldier use or abuse, wear and tear, vibration, climatic conditions, and even high dynamic loading such as mine or IED-blast event.
The Scope of supply includes, but not limited to, the following items (in non-prioritized order):
— Weapon racks, brackets and/or bags and/or other suitable devices to maintain weapons in its position even under high dynamic loading such as mine or IED-blast.
— Spare parts.
— Courses/training for users and technicians.
— Documentation.
— Special tools and test equipment.
— Service and support.
— Provide support to a System Integrator for integration of the WB on vehicles.
As part of the preparation DALO would maybe invite potential contractors to a discussion for the purpose of gathering information to be used for the preparation of future tender documentation.

The potential contractors are expected to be operators within the market for WBs.
For the discussions DALO has prepared a RFI questionnaire where the potential contractors are asked to give their opinion on commercial and techincal matters. DALO would like to strongly encourage potential contractors to obtain the questionnaire via Mercell Sourcing Services, see also Annex A.1 and return it in filled out form — Preferably in English and no later than the 16.8.2016.
This prior information notice is to inform interested contractors of the possibility to participate in the abovementioned discussions. Potential contractors are kindly made aware, that aside from the RFI mentioned above, no further information regarding the tender material, documents, conditions or the tender procedure is available prior to the publication of the contract notice.
Questions to the procedure can be submitted via the communications ‘tab’ in Mercell.
DALO may arrange subsequent technical dialogue meetings with participants in order to gain further insight into the information obtained from the RFI questionnaire. Due to a time perspective DALO reserves the right only to invite a limited number of participants. Meetings will be held at the premises of DALO, cf. section I.1).
DALO emphasizes that this notices is not a call for pre-qualification applications, and participation in the discussions will not be required for prequalification in the coming call for tenders. it should furthermore be stressed that replies given during the period of discussion will not in any way be part of any later assessment. The purpose of this RFI is solely to give DALO wide background knowledge about the possibilities and challenges in the market.
