6 GW Offshore Wind Farms - Denmark - Market Dialogue
The Danish Energy Agency invites potential tenderers and relevant economic operators to participate in the market dialogue regarding the upcoming procurements of 6 GW offshore wind farms in Denmark pursuant to the directive 2014/23/EU on the award of concession contracts. See section VI.3) below for more information regarding the procedure for the market dialogue.
The Danish Parliament has in recent years agreed to a large expansion in offshore wind farms in Denmark. The aim is to ensure the green transition and strengthening the future security of supply of energy in Denmark.
The upcoming procurements concern the establishment of six (6) new large-scale offshore wind farms before 2030. The name of the concerning wind farms are Hesselø, Kriegers Flak II, Kattegat and North Sea I, A1, A2 and A3.
For further information regarding the upcoming procurements, reference is made to section II.2.4) below and the procurement material.
The upcoming procurements concern six (6) offshore wind farms, in particular Hesselø, Kriegers Flak II, Kattegat and North Sea I, A1, A2 and A3. Hesselø, Kriegers Flak II and Kattegat are located in the inner Danish Waters, more specifically illustrated in the procurement material, Appendices 4.1 and 4.2 to Annex F Draft of the Concession Agreement, whereas North Sea I is located in the North Sea, southwest of Thorsminde, more specifically illustrated in the procurement material, Appendix 4.3 to Annex F Draft of the Concession Agreement.
Hesselø Offshore Wind Farm shall be constructed with a minimum capacity of 800 MW before 31.12.2029. Kriegers Flak II and Kattegat Offshore Wind Farms shall be constructed with a minimum capacity of 1 GW before 31.12.2030. North Sea I Offshore Wind Farms will be divided into three (3) lots and shall be constructed with a minimum capacity of 3 GW in total (1 GW each) before 31.12.2030. Hesselø, Kriegers Flak II and Kattegat Offshore Wind Farms will not be divided into lots as stated in section II.1.6) above.
In relation to Kriegers Flak II, Kattegat and North Sea I Offshore Wind farms, it will be possible to install overplanting capacity within the limitation from the SEA. In relation to Hesselø Offshore Wind Farm, the possibility to install overplanting capacity is limited to 400 MW. The minimum capacity of the offshore wind farms is not required to be connected to the public electricity grid, as well as any overplanting capacity.
Further reference is made to the procurement material regarding the requirements to the offshore wind farms, respectively.
The upcoming procurements will be carried out separately for Hesselø, Kriegers Flak II, Kattegat and North Sea I Offshore Wind Farms, respectively. It is accentuated that the procurement procedure is pursuant to the directive 2014/23/EU on the award of concession contracts. The details regarding the procurement procedure are stated in the Procurement Specifications.

The market dialogue is initiated in coorperation with Energinet and will be carried out in writing, with the scope of collecting input to the draft of the procurement material from the market. The draft of the procurement material is published by the Danish Energy Agency via EU-Supply, cf. section 1.3) above.
All communication during the market dialogue will take place via EU-Supply. The information uploaded to EU-Supply will be updated during the market dialogue.
The Danish Energy Agency and Energinet has formulated a list of questions to the participants in the market dialogue, which can be found in the excel-file, "Input to market dialogue - 6 GW Offshore Wind Farms", under the sheet “Questions to market”, uploaded with the procurement material on EU-Supply. Furthermore, the participants can submit questions and comment on the draft of the procurement material as a whole.
It should be noted that the procurement material in its entirety is in a draft, but that elements of the procurement material has been marked with sharp brackets and in gray, which indicate elements that are still under consideration. Input to these elements are in particular welcomed.
The participants must use the excel-file, "Input to market dialogue - 6 GW Offshore Wind Farms", under the sheet “Comments from market”, uploaded with the procurement material on EU-Supply in order to submit questions and comments to the procurement material. The module, “Messages”, in EU-Supply, may be used to attach and submit the completed excel-file.
The Danish Energy Agency welcomes the feedback from the participants before the end of August 2023.
After the completion of the written market dialogue, the Danish Energy Agency and Energinet will host technical meetings with the scope of having a dialogue regarding grid connection and overplanting. Further information regarding the specific themes and circumstances of the technical meetings will be published later via EU-Supply.
Regarding section II.1.5): The Estimated total value stated in section II.1.5) above, covers the total estimated value of the six (6) upcoming procurements of Hesselø, Kriegers Flak II, Kattegat and North Sea I, A1, A2 and A3 Offshore Wind Farms. It is accentuated that it is only a preliminary estimate.
Regarding section II.1.6): It is accentuated that the procurement of Hesselø, Kriegers Flak II and Kattegat Offshore Wind Farms will not be divided into lots, as stated in section II.1.6) above. However, North Sea I Offshore Wind Farms will be divided into three (3) lots (A1, A2 and A3) with the scope of entering into three (3) separate contracts. Further reference is made to the procurement specifications.
Regarding section II.3): The Estimated date of publication of the concession notice stated in section II.3) is only preliminary and may be changed for the upcoming procurement procedures. The attention of the participants in the market dialogue is also drawn to the questions regarding the time schedule of the upcoming procurement procedure in the excel-file, "Input to market dialogue - 6 GW Offshore Wind Farms", under the sheet “Questions to market”, uploaded with the procurement material on EU-Supply.
