II.2.4) Description of the procurement:

Eltransmission – a part of the Energinet Group – hereby invites participants to a market dialogue regarding SF6 pressure meters. Aspects of sustainability in the solution are highly encouraged.

Introduction:

Energinet is conducting this Market Dialogue to get both sustainability and technical and professional capability inputs from the market/participants concerning the expected forthcoming tender on production and delivery of SF6 digitalized pressure sensors/meters and SF6 digitalized Gas monitors for Energinet El transmission’s electrical (GIS) sub-stations and SF6 breakers in AIS sub-stations.

Sustainability

Energinet has a strategic focus on sustainable procurement. The intention of the market dialogue is to give Energinet an insight into how the market works with sustainability within the area in question. Energinet is looking for an increased understanding of what requirements Energinet can / should make in this tender.

See the exact agenda and questions on technical and professional capability in the document: Invitation to Market Dialogue (doc. no. 22/08703-3).

Technical and professional capability

The Market Dialogue aims to uncover the technical capacities in the market within the area of SF6 pressure sensors/meters and LoRaWAN communication. Energinet has a lot of experience with the products in scope, both regarding the sensor/meters as well as the LoRaWAN communication. Energinet would like the following topics to be elaborated during the market dialogue and subsequently provided in writing:

See the exact agenda and questions on technical and professional capability in the document: Invitation to Market Dialogue (doc. no. 22/08703-3) and the technical requirements in the document: Draft: Requirement Specifications (doc. no. 22/08703-5).

Question to participants:

What is your proposal for a – preferably sustainable – solution for the following product elaboration:

1. SF6 (digitalized) density, pressure, and temperature sensors/meters

Energinet needs online monitoring of the SF6 pressure, which we want digitally communicated with LoRaWAN interface.

Energinet sandbox/test trials: We have built a coherent sensor and communication unit. The unit consist of 1x SF6 pressure sensor, 1x Modbus node connection, 1x Battery supply pack, with estimated lifetime within 8 – 10 years*.

*Test model with 480 transmissions a day, that estimated 2 transmissions a day provides lifetime for 8 – 10 years

2. SF6 (digitalized) Gas monitor for density, pressure, and temperature

Energinet needs a device, which by gauge shows the units SF6 pressure, that as well can provide a SCADA interface (2 mechanical switches). The component should also be able to perform an online monitoring of the SF6 pressure, which we want digitally communicated with LoRaWAN interface.

Energinet sandbox/test trials: We have built a coherent monitor and communication unit. The unit consist of 1x SF6 Gas monitor, 1x Modbus node connection, 1x Battery supply pack, with estimated lifetime within 8 – 10 years*or DIN mounted power supply (IN 220-240V AC | OUT 24V DC 0,5A).

*Test model with 480 transmissions a day, that estimated 2 transmissions a day provides lifetime for 8 – 10 years

Practicallity

Energinet is expected to invite up to a maximum of 8 suppliers to participate in the marked dialogue. Energinet withholds the right to choose the participants based on the following written description that each supplier is encouraged to forward in connection to the registration. The written description must not me more than one A4 page long.

Please describe:

Do you produce a product as described under the product elaboration no. 1 and 2 above?

If yes, please send a brief description of your product.

If no, please describe if you would be able and interested in producing such a product and how?
