II.2.4) Description of the procurement:

Purchase of the delivery of three (3) 550 kV Circuit breaker sets for outdoor installation at substation Bjæverskov (BJS).

The circuit breakers are used for switching the AC-filters on/off for the HVDC-connection to Germany (KONTEK). The circuit breaker system has interoperability with the pole control system.

The circuit breakers must be fully compatible with all control and protection functionalities in KONTEK’s MACH-3 system. Incompatible circuit breakers would possibly entail non-scheduled outage time, additions/changes to unique adjustments, increased operating costs etc. Further, it is important, that KONTEK remain operational throughout the whole of the replacement period. If KONTEK were to be inoperational, beyond the scheduled outage time, due to the replacement of the circuit breaker sets, then that would incur severe economic cost.

IV.1) Description
IV.1.1) Type of procedure
Negotiated procedure without prior call for competition
  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

In accordance with Art. 50 of the EU Utilities Directive (Directive 2014/25/EU of the European Parliament and of the Council of 26 February 2014 on procurement by entities operating in the water, energy, transport and postal services sectors and repealing Directive 2004/17/EC), Energinet Eltransmission A/S intends to enter into an agreement with the existing supplier Hitachi Energy A/S, as a change of supplier is impossible or would result in disproportionate technical difficulties in operation and maintenance for the following reasons:

- KONTEK must remain operational throughout the replacement period of the circuit breakers. By purchasing the circuit breakers from the Original Equipment Manufacturer (OEM - Hitachi former ABB) as the existing set, this makes it possible due to Hitachi being the existing OEM which can supply a complete fully compatible circuit breaker. If KONTEK were to be inoperational beyond the scheduled outage time, then that would incur severe economic cost, due to the replacement circuit breakers not being fully compatible with the system. This will cause non-scheduled outage time. By purchasing the circuit breakers from the OEM removes any uncertainty, costs, and possible disproportionately large technical difficulties.

- Non-scheduled outage time will result in severe economic loss, due to loss of bottleneck income through KONTEK which connects the different price zones.

- Because of an impact on the supply-security, Non-scheduled outage time on KONTEK will make the transmission system vulnerable.

- All control and protection functionalities regarding the circuit breakers are integrated into KONTEK’s MACH-3 system. These existing functionalities are redundant and integrated into the MACH-3 system:

o Monitoring the conditions for closing the circuit breaker after disconnection & blocking if conditions is not met.

o Monitoring the DC- residual voltage in the AC-filters.

o Duplication of the Point-on-wave (POW) switching function.

Abovementioned functionalities must be retained inside the MACH-3 system when replacing the circuit breakers. Therefore, as part of the delivery and installation of the circuit breaker, the conversion parametering of the MACH-3 system must be included the quotation.

If a circuit breaker, which were incompatible with the SBI300-interface as part of the MACH-3 system were to be Integrated, then the technical incompatibility would entail significant additions/changes of unique adjustments. Which would result in an increased uncertainty and operating costs of a system that is considerably more complex, due to adjustment made as part of the circuit breakers not being fully compatible with the existing system. This will also demand outage time through the whole installation period.

VI.3) Additional information:

The contract consists of the delivery of three (3) existing circuit breakers in 400 kilowatts AC-filters, which is integrated in an HVDC-connection (KONTEK) in Bjæverskov.

In this case, Energinet seeks to purchase the delivery of 3 circuit breaker sets by the Original Equipment Manufacturer (OEM – Hitachi former ABB), as Hitachi’s circuit breakers are fully compatible. During the replacement period, KONTEK must remain operational, as outage time beyond the scheduled would incur severe economic cost, due to loss of congestion income through KONTEK. The installation of another type of circuit breakers, which is not fully compatible with the system, would cause technical incompatibility and possibly increase non-scheduled outage time, additions/changes to unique adjustments, increased operating costs etc.

Prior to this purchase, Energinet has conducted a thorough market analysis in order to clarify whether other circuit breakers that is compatible with the MACH-3 and SBI300 system, were available. The results of the market analysis did not positively conclude that other suppliers could deliver circuit breakers, which would be fully compatible with the existing MACH-3 system and SBI300-interface. As a result of this, Energinet has thus decided to purchase 3 circuit breakers from Hitachi (OEM), as these are fully compatible with the existing system and therefore would not incur non-scheduled outage time and possibly further cost or would result in disproportionate technical difficulties in terms of operation and maintenance, due to technical incompatibility.
