In preparation of a possible future tender process the Danish Air Navigation Service Provider, Naviair wishes to carry out a technical dialogue regarding installation of physical security which includes Electronic Access Control System and physical security barriers (speedgates), at two sites operating Air Traffic Control in Denmark. The solution will include installation in different security levels.

Companies participating in the technical dialogue shall be able to deliver a solution containing both an Electronic Access Control System and physical security barriers (speedgates) to prevent tail-gaiting.

II.2.4) Description of the procurement:

The Technical Dialogue serves as a clarification of the technical possibilities in the market, technology, software and interfaces for contracting of an Electrical Access Control System and physical security barriers (speedgates), such as:

• Identification of possible solutions regarding HW (technology), SW and interfaces of an Electronic Access Control System

• Identification of a possible guest registration solution

• Identification of possible speedgates solutions

• Identification of compliance with other systems, standards and products related to an Electronic Access Control System and other physical security systems

• Identification of issues that may impact on the installation of the system in terms of risks, transition (old to new system) and time schedule

• Identification of compliance with EU- and Security requirements and adaptation to potential Naviair-specific requirements.

The installations covers two sites operating Air Traffic Control in Denmark and will include installation in different security levels.

The technical dialogue will serve as inspiration for the tender material for the upcoming tender.

Companies applying for participating in the technical dialogue shall be able to deliver a solution containing both an Electronic Access Control System and physical security barriers (speedgates) to prevent tailgaiting.

Request for participation must be submitted via the Tender Management System: https://eu.eu-supply.com/login.asp?B=NAVIAIR.

The deadline for submitting requests to participate in the technical dialogue expires at 7 January 2022 13:00. The request must state the name and CVR number for the applicant and be accompanied by a brief description of their business in relation to deliveries similar to Naviairs needs cf. section II.2.4 and a description of the most relevant references and also information regarding potentiel subsuppliers. The information will be used in a possible selection of participants in the technical dialogue.

Especially for the sake of our resources when conducting the technical dialogue, a maximum of 4 suppliers will be invited. If more than 4 suppliers request participation in the dialogue, Naviair will aim to select participants who have demonstrated solid experience in delivering a solution containing both an Electronic Access Control System and physical security barriers (speedgates) to prevent tail-gaiting .

If more than 4 suppliers have demonstrated solid experience with similar deliveries

Naviair will invite those suppliers who - based on their description - is considered to constitute a representative sample of the market for the services requested. Naviair reserves the right to request suppliers to provide additional relevant system and company information for the purpose of any selection of who will be invited to participate in the technical dialogue.

The technical dialogue will be conducted as individual meetings for each participant and with a duration of approximately 3 hours, where the participant has the opportunity to present their product and answer Naviair’s questions. In order to counteract disqualification of the participants in the following tender, the dialogue will largely consist of releasing information from the participants to Naviair and giving Naviair the possibility to ask questions about the possible solutions. Naviair will not be entitled to answer any questions regarding the upcoming tender during the technical dialogue. The meeting will be a dialogue and not only a presentation of the participants product. The presentation must therefore not last longer than one hour.

Dialogue meetings are planned to be conducted in the period from 31 January to 25 February, 2022 (except week 7).

Selected participants will receive information about time and place for the dialogue.

Questions regarding the technical dialogue must be submitted before 17 December 2021.

A possible exclusion from participating in the technical dialogue has no influence on the possibility to participate in the upcoming tender which is carried out completely independently of the above dialogue and on the basis of other selection criteria, as the purpose of the technical dialogue is only to obtain increased knowledge and insight from the market in the specified areas.

Naviair reserves the right to use - during an upcoming tender - any information that the participants may provide in a request to participate or during the technical dialogue, unless the participant has previously stated that the information is provided in confidence, constitutes a trade secret or is covered by exclusive rights.

Please note that any costs that the participant may incur by participating in the technical dialogue are not reimbursed by Naviair

Companies participating in the technical dialogue shall sign a Non-Disclosure Agreement prior to the technical dialogue.
