Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below

Explanation:

The existing frame agreement has been concluded after a tender, cf. contract notice No 2017/S 123-250770. The frame agreement was awarded to Topmark Trading ApS, cf. contract award notice 2018/S 157-360873. This Voluntary ex ante transparency notice is related to DALO's decision to implement a minor change to the existing frame agreement. The minor change consists of an adjustment of a single Flashbang item, where the items noise and flash effect has been increased. The modification entails a minor price increase of EUR 0.94 per. item. It is DALO's assessment that the modification does not constitute a change of basic elements in the frame agreement and hence that the modification can be implemented inside the performed tender process and the legal framework related to change of contracts.
